Yes. Being out of school does not stop a student sitting IGCSE in Oman: they enter as a private candidate through the British Council Oman or another approved centre. The real hurdle is the entry deadline, which comes several months before the exam.
Oman students mostly sit Cambridge in the May/June or October/November series. Cambridge's final entry deadline for a June sitting is 21 February and for November it is 16 August, and centres usually close earlier. Pearson Edexcel International GCSE also runs May/June and November, while International A Level adds a January series, a useful extra option for A-Level students in Muscat.
