Sign up (or sign in) at the official SAT website with your accurate legal name.

The Bluebook step is not optional: the Digital SAT is taken in the College Board Bluebook app, and you must complete exam setup in it before test day to get your admission ticket. Fee waivers and costs

In the US, eligible students can access SAT fee waivers that cover the registration fee and some extras, arranged through a school counsellor. International students pay the base fee plus the international fee and are generally not covered by US waivers, so budget for the full amount — and ideally for two sittings, since a planned retake often lifts the score (see how many times you can take the SAT).
